Audi connect activation

Looks like the Audi connect activation is based on vin specification.
car produced in China with Chinese vin can't get audi connect activated.
even we selected all options in green menu but still no Audi connect menu show up, however if we put the same head unit in a Audi with European vin, Audi connect menu will show up straight way.
does anyone know how to bypass this vin check?
